You cannot create an organizational unit (OU) in a parent domain with the same name as a child domain in Windows 2000 because a name conflict is created.

Although you can perform this action under the X.500 protocol (therefore, allowable under Active Directory), it prevents future development and use of typeless naming. The Relative Distinguished Name values conflict with each other, even though the Relative Distinguished Name attribute types are different.
If you attempt to create an OU in the parent domain with the same name as a child domain, the following error message is displayed:
Active Directory Windows cannot create the object because: An attempt was made to add an object to the directory with a name that was already in use. Name-related properties on this object might now be out of sync. Contact your network administrator.
Active Directory Installation Failed The operation failed because: The Directory Service failed to create the object CN=Name of the Child Domain, CN=Partitions, CN=Configuration, DC=DomainName, DC=Com. Please check for possible system errors. "The directory service is busy"
