The Microsoft Windows 2000 Resource Kit Ipsecpol.exe tool may run very slowly. This issue can occur when you are creating many IP Security (IPSec) objects (roughly 1,000).
CAUSE
This issue occurs because the Ipsecpol.exe tool checks the objects in a way that does not scale for a large number of objects.
RESOLUTION A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem. If the hotfix is available for download, there is a "Hotfix download available" section at the top of this Knowledge Base article. If this section does not appear, submit a request to Microsoft Customer Service and Support to obtain the hotfix. Note If additional issues occur or if any troubleshooting is required, you might have to create a separate service request. The usual support costs will apply to additional support questions and issues that do not qualify for this specific hotfix. Installing Microsoft Windows 2000 and Windows 2000 Hotfixes
NOTE: This hotfix introduced a new behavior in the ipsecpol.exe Resource Kit utility. The -file option was added. The -file option allows users to specify the command arguments in a file rather than on the command line. The -file option identifies the file which contains the command arguments. There is a restriction with this release of the Ipsecpol.exe utility when using the -file option. The length of the command argument text (in the file) is limited to 254 characters. This limitation will be lifted with the Ipsecpol.exe Resource Kit utility in the August 2001 release of the Resource kit.
