Works Suite 2003: "Setup Detected That There Was an Error When You Tried to Install Previously" Error Message

SYMPTOMS

When you try to install Works Suite 2003, you may receive the following error message:
Installation wizard was interrupted.

The installation package could not be opened. Please contact the application vendor to make sure this is a valid installation package.

After you close this error message, you receive the following error message:
Works Suite Setup detected that there was an error when you tried to install previously.

CAUSE

This issue occurs when the Setup program cannot successfully access the installation files. This issue may be caused by other programs running on your computer, either in the foreground or in the background.
