RESOLUTIONTo resolve this problem, apply the following hotfix, and

As an alternative to the previous steps, you can create a single DWORD entry named "*" and set it to 1. In this case, the fix will be enabled for all processes that are loading Iedkcs32.dll. You can also add the FEATURE_GPO_BRANDING_WITH_FOLDER_REDIRECTION_KB888254 registry subkey, the IEXPLORE.EXE entry, the EXPLORER.EXE entry, and the WINLOGON.EXE entry to the following registry keys:
