The user can do this even if one of the following conditions is true:
WORKAROUNDTo work around this behavior, do not grant the user Owner permissions. STATUS This behavior is by design. MORE INFORMATIONIf a user has Owner permissions to a public folder, the user effectively owns that whole public folder.
