If you are experiencing this issue, you will encounter the following symptoms:
In System Center Essentials 2007, you may notice that network interface usage is not available for some network interfaces. Specifically, the network interfaces that are listed in the Instance name line of the following event in the Operations Manager event log do not have usage information. This issue occurs on fast network interfaces that have high usage: The process started at <time> failed to create System.PropertyBagData. Errors found in output:

You cannot upgrade the existing Microsoft System Center Network Device Monitoring Library management pack to this updated version. To apply this hotfix, delete the existing Microsoft System Center Network Device Monitoring Library management pack, and then import the updated Microsoft System Center Network Device Monitoring Library management pack. You will receive the following error when you import the updated Management Pack if you have not deleted the existing version of the Management Pack: The requested management pack was invalid. See inner exception for details. Parameter name: managementPack ManagementPack Version [6.0.1885.4] is not upgrade compatible with older version [6.0.1885.0]. MORE INFORMATIONAfter you apply this hotfix, System Center Essentials 2007 will report the interface speed as 4 GB per second if the network device has an interface speed that is greater than 4 GB per second. This is expected behavior. In other scenarios, System Center Essentials 2007 reports the actual interface speed. To delete the existing Management Pack, follow these steps:
