SYMPTOMS

You have a Windows Server 2003 or a Windows XP-based computer that has Windows Internet Explorer 8 installed. On this computer, you enable the "Site to Zone Assignment List" Group Policy setting and add a non-US domain to the list, such as "contoso.de." In this scenario, the user profiles of the users who receive this policy cannot be deleted.

Note This issue does not occur if the domain ends with one of the following strings:
  • .com
  • .edu
  • .net
  • .org
  • .gov
  • .mil
  • .int

RESOLUTION

How to back up and restore the registry in Windows

To resolve this issue, add the following registry subkey:
Key: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\MAIN\FeatureControl\FEATURE_USE_IETLDLIST_FOR_DOMAIN_DETERMINATION
Entry: Winlogon.exe
Type: DWORD
Value: 0

To do this, follow these steps:
  1. Click Start, click Run, type regedit in the Open box, and then press ENTER.
  2. Locate and then click the following registry subkey:
    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\MAIN\FeatureControl
  3. On the Edit menu, point to New, and then click Key.
  4. Type the following key name, and then press ENTER:
    FEATURE_USE_IETLDLIST_FOR_DOMAIN_DETERMINATION
  5. On the Edit menu, point to New, and then click DWORD Value.
  6. Type Winlogon.exe, and then press ENTER.
  7. Right-click Winlogon.exe, and then click Modify.
  8. In the Value data box, type 0, and then click OK.
  9. Exit Registry Editor.
  10. Restart the computer.
