Network bandwidth usage throttling may not work in System Center Data Protection Manager 2007 if some network ports are unused

SYMPTOMS

Consider the following scenario:
You enable network bandwidth usage throttling on a computer that is running Microsoft System Center Data Protection Manager 2007.
There are multiple network ports on the computer. One or more network ports are unused.
In this scenario, network bandwidth throttling may not work. For example, if you set the usage limitation to 2 megabytes (MB), the actual usage may be about 28 MB.

CAUSE

This problem occurs because settings for network bandwidth usage throttling cannot be applied successfully in Data Protection Manager 2007 if some network ports are unused.

WORKAROUND

To work around this problem, disable any network ports that are not being used on your computer.
