When you run an application on a Windows Vista operating system as a user who is not an administrator, you receive one of the following access error messages when the application calls the StgOpenStorage method:

In Windows Vista, session namespaces have been hardened so that a limited set of users has rights to create a named object in the session namespace. Structured storage tries to create a named event that is used for synchronization. If the current thread token does not have rights to create a named event in the session namespace, the StgOpenStorage method fails. Additionally, you receive an access denied error message.
