You cannot view XPS or XBAP files in Internet Explorer on a Windows XP-based computer

SYMPTOMS

On a Windows XP-based computer, you set the "System objects: Default owner for objects created by members of the Administrators group" Group Policy setting to Administrators group. After you do this, you may be unable to view the XML Paper Specification (XPS) files or the XAML Browser Application (XBAP) files in Windows Internet Explorer. Additionally, you may receive the following error message:
Startup URI: Path\FileName
Application Identity

RESOLUTION

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing this specific problem.
