Symptoms

Consider the following scenario:
  • You deploy a network address translation traversal (NAT-T) configuration in a network environment.
  • You set up an Internet Key Exchange version 2 (IKEv2) virtual private network (VPN) connection on a computer that is running Windows 7 or Windows Server 2008 R2.
  • NAT-T is deployed on both the VPN client and the VPN server sides.
In this scenario, the VPN connection intermittently fails. Additionally, you receive the 13808 error code that indicates an "ERROR_IPSEC_IKE_SA_REAPED" issue. Therefore, you cannot resume the connection until the server restarts.
