When you apply the Office 2000 Service Pack 2 (SP-2) Administrative Update to an Office 2000 administrative installation, you may receive the following error message:
The upgrade patch cannot be installed by the Windows Installer service because the program to be upgraded may be missing, or the upgrade patch may update a different version of the program. Verify that the program to be upgraded exists on your computer and that you have the correct upgrade patch.
CAUSE
This error message appears if your Office 2000 administrative installation is not at the SR-1/SR-1a level. The SP-2 Administrative Update requires your administrative installation to be at the SR-1/SR-1a level before the update can be successfully applied.
RESOLUTION

OFF2000: How to Obtain SR-1 for Administrative Installations
NOTE: If you have the SP-2 update CD, the SR-1a Administrative Update is included in the \SR1\Admin folder on the root of the CD. Therefore, you do not have to download the Data1.exe file mentioned in Q257983. Just follow the steps in Q257983 for updating administrative installations.
