If you log on to a Windows XP-based computer that is not connected to the network, Group Policy settings that are defined in the domain are not applied. This occurs if your user account is in a different domain (such as a trusted domain) from the domain to which the computer belongs.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
This problem was first corrected in Microsoft Windows XP Service Pack 2.
Windows cannot determine the domain type (Microsoft Windows NT 4.0 or later) for cached logon attempts. By using Windows NT 4.0 as the default (Windows NT 4.0 does not support domain-based Group Policy), only the local Group Policy is applied; domain-based Group Policy is effectively removed. The hotfix that is described in this article permits policy processing to be skipped if the user's domain type cannot be determined. This leaves the cached policy settings intact.
