SYMPTOMS

Consider the following scenario:
  • On a computer that is running Windows Server 2008 R2 or Windows 7, you create a virtual private network (VPN) connection to a VPN server that accepts the Internet key exchange protocol version 2 (IKEv2) connections and the Secure Socket Tunneling Protocol (SSTP) connections.
  • You configure IKEv2 as the default protocol for VPN connections on the computer.
  • There is a Network Address Translation (NAT) device between the computer and the VPN server.
  • You disable the User Datagram Protocol (UDP) 4500 port between the computer and the VPN server.

    Note
     The UDP 4500 port might be disabled on any of the network devices that are connected to the computer, to the VPN server, to the NAT device or to other network devices.
In this scenario, the time that is required to create a VPN connection is longer than 60 seconds.

CAUSE

This issue occurs because the fall back process for the VPN client requires 60 seconds to fall back to the SSTP protocol if the UDP 4500 port for IPsec is blocked.

Note The expected behavior is that the VPN client falls back to the SSTP protocol within 10 seconds.

RESOLUTION

To resolve this issue, install this hotfix on the affected VPN clients that are running Windows Server 2008 R2 or Windows 7.
