Symptoms

When you use the following Group Policy to configure the Pop-up allow list option for Internet Explorer 9, the pop-up window does not work as expected:

User Configuration\Administrative Templates\Windows Component\Internet Explorer\Pop-up allow listHowever, if you use the following registry subkey to configure the binary data for the Pop-up allow list option, the pop-up window works as expected:

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\New Windows\Allow
