After you install and enable the Routing and Remote Access service on a Windows 2000-based server, the service does not start. The following event ID message may be logged in Event Viewer.
Event ID: 20103In addition, the available ports may not be displayed in the Ports container in the Routing and Remote Access service management tool.
Description: Unable to load C:\Winnt\System32\Iprtrmgr.dll
