Running Windows 7 Ultimate x64, from a clean install approximately six months ago. Security SW is Microsoft Security Essentials. HP 6530b laptop. IE9 does not work on sites that pop up a new window

I cannot pop up the IE8 options menu to change my default website.
When I click Tools -> Internet options which will pop up but disappear immediately. What can I do to solve the problem?
(stop Pop Up) This tab has been closed. A Problem with internet explorer has caused web page to close and reopen.
How can I stop this pop up??
