Aankondiging: Zomer- en wintertijd (DST) opgeheven in Rusland per October 30th 2011

In 2011, heeft de Russische overheid een wet aangenomen om de zomer- en wintertijd (Daylight Saving Time (DST)) op te heffen . Als resultaat hiervan zal Rusland niet terugvallen naar de wintertijd.

Wat houdt Daylight Savings Time (DST) in?

DST (Daylight Saving Time) oftewel zomertijd houdt in dat de plaatselijke tijd in de lente ��n uur vooruit en in de herfst ��n uur achteruit wordt gezet. Deze voorjaars- en najaarsomschakelingen naar zomer en -wintertijd zijn verschillend in het noordelijk en het zuidelijk halfrond. De zomertijd op het noordelijk halfrond begint in maart of april (afhankelijk van het land/continent) en eindigt in oktober of november. Op het zuidelijk halfrond zijn de wijzigingen tegengesteld en begint de zomertijd in oktober en eindigt deze in maart of april. Over het algemeen wordt zomertijd niet toegepast in Azi� en Afrika, en in delen van Centraal- en Zuid-Amerika.

Wat betekent dit voor mij?

Het is belangrijk dat de tijd zone instellingen voor de systeem klok van uw computer en zgn, kalender programma's (zoals Microsoft Office Outlook) worden ge�pdate. Voor thuis computers is het belangrijk dat u er zeker van bent dat Windows Update is ingeschakeld en wordt gebruikt. De keuze om uw besturingssysteem automatisch te laten updaten via Windows Update, zorgt voor een eenvoudige overgang van zomer- naar wintertijd, van winter- naar zomertijd en een correct instelling van de tijd zones. Exchange en Outlook kalenders updaten

Aanbevolen volgorde van DST update activiteiten voor Windows, Exchange en Outlook

Kalenderomgevingen bestaan uit toepassingen die onderling met elkaar zijn verbonden. Iedere omgeving dient te worden aangepast om zich te kunnen voegen naar de nieuwe DST regels. Let op: sommige knowledge base artikelen kunnen inmiddels zijn vervangen. Leest u de documentatie grondig, voordat u enige update toepast op uw systemen.

Er bestaan vele ondersteunde combinaties van Exchange Servers en Outlook Clients. De manier waarop klanten hun kalenderomgevingen up-to-date dienen te krijgen is afhankelijk van de betreffende combinatie. De onderstaande table geeft voor elke combinate grofweg de vereisten weer om de Echange/Outlook kalenderomgevingen te herbaseren. The following items should be noted to help ensure maximum accuracy of calendar updates:

Rapid succession of steps is important
As mentioned earlier, it is better to run the Outlook or Exchange Time Zone Date Update Tool as soon as possible after the time that the Windows operating system time zone updates and Exchange Server updates are applied to all computers and servers. If calendar items in the extended DST period are scheduled after the operating system updates are applied but before the tool is run, they will incorrectly be moved one hour earlier. To correct such calendar items, organizers should manually update such items to help make sure that they are scheduled accurately for themselves and all invitees.
All connected devices must be updated
Even if you correctly update your computer, when you view your calendar from a non-updated mobile device running Windows Mobile, your calendar items during the extended DST period will be shifted by one hour. Items created on a Windows Mobile device that does not have the update applied must be updated on your computer by running the Outlook Time Zone Data Update Tool again.
If other users have not updated their calendars, it will affect other users
The Outlook Time Zone Data Update Tool only updates meetings for which the user is the organizer and then automatically sends updates for those meetings to attendees. So, meetings that you are invited to but did not organize will not be updated until the organizer updates the meeting and an update is sent to you through Outlook. You must accept these updates in Outlook to correct your calendar on these meetings. Additionally, meetings created by a delegate on your behalf from a computer that does not have the update installed must be updated on your computer by running the Outlook Time Zone Data Update Tool again.
Users have the option to accept the change
The tool will prompt meeting invitees about whether to change meeting times. The invitees must accept the updated meeting requests for the changes to be accurately reflected in their calendars. If the tool incorrectly prompts a user to move a meeting, the user has the option of un-selecting those meetings from the list and they will not be moved.
Special considerations for recurring calendar items
Recurring calendar items created by Outlook Web Access will not be updated correctly if the Exchange Server computer is updated before the desktop client that is running the update tool (applies to both Outlook and Exchange tools). Users who create recurring calendar items must be aware of this and carefully review their calendar after the update is complete, regardless of which sequence of steps were followed in their Exchange environment.
Update resource mailbox calendars
Follow the procedures listed here to correctly update calendars in resource mailboxes.

The IT administrator has one of four alternatives (pros and cons of each alternative are described later in this article):

Push out the Outlook Time Zone Data Update Tool to the clients and let the users update their own mailboxes.
Run the Exchange Calendar Update tool against all affected users, servers, or both.
Do not run the Exchange Calendar Update Tool or the Outlook Time Zone Data Update Tool. Ask users to examine their calendars and rebook as necessary.
Run the Exchange Calendar Update tool against all affected users, servers, or both, but only modify recurring appointments. Then ask users to rebook single instance appointments that fall into the extended DST period or ask them to run the Outlook Time Zone Data Update Tool.
IT administrators should fully understand and analyze the implications of the four alternatives for deploying the Outlook or the Exchange version of the tool. The respective pros and cons of each scenario are described below. For more information, please refer to Microsoft Knowledge Base articles 931667 and 941018.

Run the Exchange Time Zone Date Update Tool against all Exchange Servers.
- Pros: Streamlined experience for users.
- Cons: Potential risks to IT environment of running Exchange Time Zone Update Tool. More likely to incorrectly modify single-instance appointments.

Push out the Outlook Time Zone Data Update Tool to the clients and let the users update their own mailboxes.
- Pros: Less likely to incorrectly modify single-instance appointments. Avoid potential risks to IT environment of running the Exchange Time Zone Update Tool.
- Cons: Difficult to make sure that all users run this tool correctly and in a timely manner. Educational effort is needed to lessen confusion for users.

Run the Exchange Time Zone Date Update Tool against all Exchange Servers but only modify recurring appointments. Then ask users to rebook single instance appointments that fall into the affected period or ask them to run the Outlook Time Zone Data Update Tool.
- Pros: Less likely to incorrectly modify single-instance appointments.
- Cons: Potential risks of both the Exchange and Outlook Time Zone Update Tools; all users will have to run the tool and risks of running the Exchange Time Zone Date Update Tool still exist.

Do not run the Exchange Time Zone Update Tool or the Outlook Time Zone Update Tool. Ask users to examine their calendars and rebook as necessary.
- Pros: Same as alternative #1-less likely to incorrectly modify single-instance appointments. Avoid potential risks to IT environment of running the Exchange Time Zone Update Tool.
- Cons: Unless all users rebook all appointments, some calendar items will be one hour off in extended DST period.

If the steps above are not followed correctly, the following actions apply
- If Outlook Time Zone Data Update Tool is run before Windows operating systems updates are applied to all computers
  If you run the Outlook Time Zone Data Update Tool before the system has the Windows operating system update, the tool will not list any calendar items to update because it will not yet recognize the new DST rules.
- If the Outlook Time Zone Data Update Tool is run multiple times
  Generally, it is safe to run the tool multiple times because the tool will see all the appointments that were updated and ignore them. That said, if the user explicitly instructs the tool to ignore a set of appointments (for example, single instance appointments that are targeted at a different time zone or that the user created after updating time zone rules but before they run the time zone update tool) then the tool will continue to list those appointments in future runs and the user will have to explicitly ignore those appointments again. Similarly, it is safe to run the Outlook Time Zone Data Update Tool after the Exchange Time Zone Date Update Tool has been run.

Exchange Server 2010 Service Pack 1

Ensure you have the latest Service Pack for Exchange Server 2010, install the Windows cumulative update or Hotfix
Then Install the Exchange 2010 update for Outlook Web Apps (OWA) see KB Article 2627769 Some time zones in OWA are not synchronized with Windows in an Exchange Server 2010 environment.
You should then refer to the Updating Exchange and Outlook Calendars page describing how to update an Exchange environment.

Exchange Server 2007 Service Pack 3

Ensure you have the latest Service Pack for Exchange Server 2007, install the Windows cumulative update or Hotfix and then install the Exchange 2007 DST Update. You should then refer to the Updating Exchange and Outlook Calendars page describing how to update Exchange Server 2003 in response to a DST change.
The Exchange 2007 SP3 DST Update for August 2011 has been released as a part of Rollup 5. See KB 2602324 Description of Update Rollup 5 for Exchange Server 2007 Service Pack 3 for more information.

Exchange Server 2003 Service Pack 2

Ensure you have the latest Service Pack for Exchange Server 2003, install the Windows cumulative update.
Then install the Exchange 2003 DST Update. See KB Article October 2011 cumulative DST update for Exchange Server 2003 SP2.
You should then refer to the Updating Exchange and Outlook Calendars page describing how to update Exchange Server 2003 in response to a DST change.

Exchange Server 2003 MAPI CDO 1.2.1 and CDO 1.2.1

Install the Windows cumulative update or Hotfix and then install the appropriate DST updates to all Exchanges Servers
Uninstall previous versions of the MAPI CDO 1.2.1 and CDO 1.2.1 components from all servers that have them installed.

Outlook

Outlook 2010

In Outlook, you can display two separate time zones in the Calendar. This allows you to see your local time zone and the time zone of a city that you often travel to. When you travel to that other time zone, you can use the Swap Time Zones option to change the position of the time bar in the Calendar. Using the Swap Time Zones option in Outlook 2010 results in unexpected behavior. This issue is fixed in Outlook 2010 SP1 and Microsoft recommends that customers download and install this service pack to avoid this problem. Customer who have not yet installed Outlook 2010 SP1 can find a work around for this issue in Outlook 2010 in the KB Article 2507003 Using Outlook 2010 Swap Time Zones to switch from non-DST to DST Time Zone does not enable DST in Windows.

Microsoft ondersteuningsbeleid bij zomer-/wintertijd of tijdzone updates

Daylight Savings Time (DST) en tijdzone (TZ) updates zijn belangrijk, omdat de tijdzone instellingen voor de computerklok en kalenderfuncties, maar ook de opgeslagen en gerapporteerde tijdstempelsincorrect kunnen zijn, als de updates niet worden uitgevoerd.

Microsoft Windows has established an annual update schedule for daylight saving time (DST) and time zone (TZ) releases. Most Windows-based applications (and some services) reference the underlying operating system for DST/TZ information, but some applications and services do not. Hence many of our product teams also follow an annual product update cadence such a Windows, with provisions for semi-annual cumulative updates as needed. For each update release, Microsoft accepts change requests up to a few months (generally four to six) prior to the release date. The Windows Release schedule provides a regular cadence for other product groups to follow.

Following the Windows regular cadence for publishing newly legislated DST rules and TZ updates, cumulative DST and Time Zone updates are scheduled for release each December (to the Microsoft Download Center and to Windows Update) for the coming calendar year as long as there are time zones affected. When needed, Microsoft product groups may also provide a semi-annual update in the August/September timeframe. The product group will also publish the new or modified TimeZoneInformation (TZI) keys in an update to Microsoft KB article 914387 for IT professionals and systems administrators who may need that information. Microsoft hopes that this will provide a more predictable way for customers to anticipate and plan for our scheduled product updates as they are published.

Recommendations

In order to achieve more seamless transitions to new DST and time zone policies, Microsoft requests that governments provide the following:

Ample advance notice (1 year or more) of the planned change.
Official published confirmation of planned changes to DST or time zones.
Concentrated efforts on promoting the change to the affected citizens.

In this scenario, if there is no existing time zone that matches the exact requirements of the country or region, the recommendation is to schedule the request to be included in the next DST/TZ cadence release.

Microsoft?s ability to meet any country or region?s needs with this official DST/TZ policy, depends greatly on the regions providing sufficient time (6 months or more) of notification prior to the change taking effect.

New Time Zones

A subset of the region that shares a time zone makes a change to its DST requirements or changes the time bias of its time zone. A new time zone is required for the subset of users changing requirements because the existing time zone is needed as is for the rest of its users.

This scenario requires a new time zone. The recommendation is to schedule the request to be included in the next DST/TZ cadence release.

Microsoft?s ability to meet any country or region?s needs with this official DST/TZ policy , depends greatly on the regions providing sufficient time (6 months or more) of notification prior to the change taking effect.

On occasion, when there are extreme circumstances that require a change to a time zone, Microsoft may make an effort to provide a solution to the customers in the impacted regions through an Out-of-Band (OOB) Release. Any such package may include a Windows hot fix and a documented Outlook solution through the TZMOVE tool. Where a temporary workaround for customers exists Microsoft may recommend using the workaround until the Cadence Release is made available.
