Announcement: Daylight Saving Time Begins March 11, 2012 in much of North America

This year, as noted here, DST in much of the US and Canada begins on March 11, several weeks earlier than in years prior to 2007. In 2007, most of the US and Canada "sprang forward" a few weeks earlier than in past years in accordance with the US Department of Energy's Energy Policy Act of 2005 that was passed into law. DST also ends later than it did prior to 2007, on the first Sunday of November (that is Sunday, Nov. 4, in 2012). This results in a new DST period that is approximately three to four weeks longer than in previous years.

What is Daylight Savings Time (DST)?

Daylight saving time (DST), and "Summer Time" in much of Europe, is the practice of moving local time forward one hour in the spring and backwards in the autumn. These spring and autumnal shifts to DST are different between northern and southern hemispheres. The start of DST in the northern hemisphere is usually in March or April (depending on the country/continent), and ending in October or November. In the southern hemisphere, the changes are the opposite, with DST beginning in October and ending in March or April.

What does this mean for me?

It is important that the time zone settings for your computer's system clock and your calendar programs are updated. For your home PCs the most important action you can take is to ensure you are using Windows Update. Choosing to automatically update your operating system via Windows Update will give you a seamless transition to the new Daylight Savings Time and Time Zone settings. How do I update my computer?

Home Computers

  • The most important action you can take is to ensure you are using Windows Update. Choosing to automatically update your operating system via Windows Update will give you a seamless transition to the new Daylight Savings Time settings.
  • In some cases calendar based applications may also need to be updated. Guidance and details on how to update your Microsoft Calendar products is available here.
  • For guidance on how to update products from software vendors other that Microsoft you should refer to the software vendor's website.

  • If your workplace has an IT Department contact your IT Administrator.

Updating Exchange and Outlook Calendars

Recommended sequence of DST update actions for Windows, Exchange and Outlook

Calendar environments have an interconnected system of applications, and each environment must be adjusted to accommodate the new DST rules. Please note that KB articles may be superseded. Please review the documentation carefully before you apply any updates.

There are many supported combinations of Exchange Servers and Outlook Clients. The approach that customers should take to update their calendaring environments is dependent on these combinations. The following table shows the high level requirements for rebasing Exchange/Outlook calendars for each of these combinations.
It is important that customers follow the guidance for each specific version of Outlook that exists in their environment. e.g. If you have an Exchange Server 2010 on premise infrastructure and both Outlook 2007 and Outlook 2010 clients, the Time Zone Data Update Tool for Microsoft Outlook must be run on all Outlook 2007 clients. Outlook 2010 clients do not require that the tool be run.

All the guidance on this page should be reviewed in order to understand the appropriate sequence of actions customers should take, including the updates that should be applied prior to rebasing calendars.

Outlook

Outlook 2010

  • In Outlook, you can display two separate time zones in the Calendar. This allows you to see your local time zone and the time zone of a city that you often travel to. When you travel to that other time zone, you can use the Swap Time Zones option to change the position of the time bar in the Calendar. Using the Swap Time Zones option in Outlook 2010 results in unexpected behavior. This issue is fixed in Outlook 2010 SP1 and Microsoft recommends that customers download and install this service pack to avoid this problem. Customer who have not yet installed Outlook 2010 SP1 can find a work around for this issue in Outlook 2010 in the KB Article 2507003 Using Outlook 2010 Swap Time Zones to switch from non-DST to DST Time Zone does not enable DST in Windows.

Microsoft Support Policy for Daylight Saving Time or Time Zone Changes

Daylight Savings Time (DST) and Time Zone (TZ) updates are important because unless they are applied, the time zone setting for a computer’s clock and calendar, as well as the recorded and reported timestamps may be incorrect. The Microsoft Support Lifecycle policy enables all Microsoft customers to obtain these broadly distributed DST or TZ updates and help ensure their computer’s time information is accurate.

  • General distribution DST or TZ releases
    These are intended for broad consumption and made available via Microsoft and/or Windows Update two times every calendar year in the northern hemisphere's fall and winter. These updates are available at no charge for products in the Mainstream or Extended Support Phase of the Support Lifecycle.
  • Out-of-cycle DST or TZ releases
    DST or TZ updates outside of the general distribution will be considered on a case by case basis. Customers may contact their Technical Account Manager or Microsoft Account Representative for more information.

Microsoft Policy in Response to DST/TZ Requests

Microsoft Windows has established an annual update schedule for daylight saving time (DST) and time zone (TZ) releases. Most Windows-based applications (and some services) reference the underlying operating system for DST/TZ information, but some applications and services do not. Hence many of our product teams also follow an annual product update cadence such a Windows, with provisions for semi-annual cumulative updates as needed. For each update release, Microsoft accepts change requests up to a few months (generally four to six) prior to the release date. The Windows Release schedule provides a regular cadence for other product groups to follow.

Following the Windows regular cadence for publishing newly legislated DST rules and TZ updates, cumulative DST and Time Zone updates are scheduled for release each December (to the Microsoft Download Center and to Windows Update) for the coming calendar year as long as there are time zones affected. When needed, Microsoft product groups may also provide a semi-annual update in the August/September timeframe. The product group will also publish the new or modified TimeZoneInformation (TZI) keys in an update to Microsoft KB article 914387 for IT professionals and systems administrators who may need that information. Microsoft hopes that this will provide a more predictable way for customers to anticipate and plan for our scheduled product updates as they are published.

Recommendations

In order to achieve more seamless transitions to new DST and time zone policies, Microsoft requests that governments provide the following:

  1. Ample advance notice (1 year or more) of the planned change.
  2. Official published confirmation of planned changes to DST or time zones.
  3. Concentrated efforts on promoting the change to the affected citizens.

    New Time ZonesA subset of the region that shares a time zone makes a change to its DST requirements or changes the time bias of its time zone. A new time zone is required for the subset of users changing requirements because the existing time zone is needed as is for the rest of its users.
    • This scenario requires a new time zone. The recommendation is to schedule the request to be included in the next DST/TZ cadence release.
    • Microsoft’s ability to meet any country or region’s needs with this official DST/TZ policy , depends greatly on the regions providing sufficient time (6 months or more) of notification prior to the change taking effect.

    On occasion, when there are extreme circumstances that require a change to a time zone, Microsoft may make an effort to provide a solution to the customers in the impacted regions through an Out-of-Band (OOB) Release. Any such package may include a Windows hot fix and a documented Outlook solution through the TZMOVE tool. Where a temporary workaround for customers exists Microsoft may recommend using the workaround until the Cadence Release is made available.
