This article describes an update that makes time zone changes and daylight saving time (DST) changes in Windows. Before you install this update, see the Prerequisites section.

This update applies to the following operating systems:

Time zone and DST changes

Venezuela

Venezuela advanced its clocks by 30 minutes on May 1, 2016. This change sets Venezuela’s standard time zone offset from "(UTC-04:30) Caracas" to "(UTC-04:00) Caracas."

Magadan, Russia

Tomsk, Russia

Russia moved the Tomsk Oblast region from UTC+06:00 to UTC+07:00 on May 29. This update introduces a Windows time zone for the Tomsk region. After the update is installed, we recommend that users in the new time zone switch to "(UTC+07:00) Tomsk" because this time zone will correctly account for historical time data for this region.

In addition to the recently added and revised information, we have improved the historical data accuracy of 25 existing time zone entries in Windows.
 

Who should install this update?

We recommend that you install time zone updates on all computers, including both desktops and servers, for all users worldwide regardless of where the computers are physically located. The need for time zone information cannot always be anticipated, or its usage may not be obvious to the user.

While it's important to keep time correctly on a computer’s local clock, consider also that many users interact regularly with users in other time zones through international phone calls and online meetings. Additionally, many Microsoft and third-party applications and services let users select their own time zone. Therefore, the servers that host those applications must have accurate time zone information.

Many other business scenarios also require accurate time zone information. These include coordinating travel itineraries, calculating hourly wages, and automating lighting and machinery.

How to get this update

To apply this update, you must have April 2014 update rollup for Windows RT 8.1, Windows 8.1, and Windows Server 2012 R2 (2919355) installed on Windows 8.1 or Windows Server 2012 R2. Or, install Service Pack 1 for Windows 7 or Windows Server 2008 R2. Or, install Service Pack 2 for Windows Vista and for Windows Server 2008.
