SYMPTOMS

The section in the Readme.txt file on how to install vb.Account into a package states the following:
You can do this by selecting Components under a package, and then on the File menu, click New. Then, click Install new component(s), and then select Vbacct.dll.
However, when you click New and then Install New Components on the File menu, you get a screen that is used to add components. You must first locate the component (Vbacct.dll), and then open it.

STATUS

Microsoft has confirmed this to be a problem in Microsoft Transaction Server version 1.0. This problem was corrected in Microsoft Transaction Server version 1.1. For information on obtaining version 1.1 or version 2.0, please see the following articles in the Microsoft Knowledge Base:
