You cannot modify the number of rings after which Dial-Up Networking
Server answers incoming calls. Dial-Up Networking Server always answers
incoming calls after one ring.

Because Dial-Up Networking Server answers incoming calls on the first
ring, other fax and communications programs may be unable to answer
incoming calls when Dial-Up Networking Server is installed and configured
to allow caller access. To allow other fax or communications programs to
answer incoming calls, disable Dial-Up Networking Server by configuring
it not to allow caller access. To do so, follow these steps:
