When you drag a shortcut of a graphics file supported by Microsoft Photo Editor, for example a GIF file, from the desktop to the Photo Editor window, you receive the following error message:

WORKAROUND

To open a graphic file by dragging it to the Microsoft Photo Editor window, drag the actual file, not a shortcut to that file.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
This problem does not occur in Office 2000.
