When you save an unsent message in Outlook Express, the message is saved
without the following settings:
| • | Encryption |
| • | Digital signature
|
If you change any of these settings for a message, save the message,
and then open it again, the settings are restored to the global Outlook
Express settings.

Microsoft has confirmed this to be a problem in Microsoft Outlook Express
