It is not for exporting rules from one computer to another. You cannot move the rules from one computer to another using this method because of the unique {Identity Number} subkey on each computer.

To import the .reg file back into the registry, double-click it. If
Outlook Express is running when you import the .reg file, quit and then
start Outlook Express again for the changes to take effect.
