OL98: Cannot Select Controls in Design Mode

In Microsoft Outlook 98, after entering design mode to customize a form, you cannot select any of the controls on the form page.

You can work around this problem by clicking a different page on the form and then clicking the original page you wish to modify.

Microsoft has confirmed this to be a problem in Microsoft Outlook 98.

This problem happens after you publish a custom form, and then open a new instance of the form to customize it further. Also, it only happens when you wish to modify the current page when you enter design mode.
