The 16-bit versions of Internet Explorer are designed to run on the following operating systems:

Microsoft Windows 3.1
Microsoft Windows for Workgroups 3.11
Microsoft Windows NT 3.51

The 16-bit versions of Internet Explorer are not designed to run on a 32-bit operating system such as Windows 95 or Windows NT 4.0.

Microsoft does not support running 16-bit Internet Explorer on 32-bit operating systems.
