XADM: Public Folder Rule Fails Using Field From EFD

Rules generated by Folder Assistant for a public folder acting on a field included in a form created by Electronic Forms Designer may not execute.

The Fuzzy-level test of the strings was performed as a Full String when the new rule string was set to a sub-string.
