FP98: 32-bit TCP/IP Missing Error After Installing Winsock 2.0

When you attempt to start FrontPage, you may see the following error
message:
FrontPage requires 32-bit TCP/IP networking. You do not have 32-bit
TCP/IP networking installed. Would you like to see help on how to
install it?
CAUSE
This message appears after you install Windows Sockets (Winsock) 2.0.
FrontPage may not detect that you have TCP/IP installed if a
dynamic host configuration protocol (DHCP) server is not available.
If you are connected to the network, and a DHCP server is available,
FrontPage will operate normally.
RESOLUTION
To resolve this behavior, restore Windows Sockets 1.1 and then install
the Windows Sockets 2.0 update. To do this, follow these steps:

Winsock 2.0 is installed with Microsoft Personal Web Server 4.0 for
Windows 95. It is also recommended that you install Winsock 2.0 for use
with Dial Up Networking 1.2.
NOTE: The version of Wsock32.dll that corrects this behavior is version 2.0 and the modified date of the file is September 15, 1997.
