You cannot find the code signing tools that were formerly available in the
CAB&SIGN folder of the Visual Studio 97 or Visual C++ 5 CDs on the Visual
Studio 6.0 or Visual C++ 6.0 CDs.
CAUSE
To make sure that developers are always using the most recent versions of
the code signing tools, the files listed in the MORE INFORMATION section of
this article have been placed on the MSDN Workshop Tools Web site.
RESOLUTION
To get the Code Signing tools from the Microsoft Windows SDK, do the
following:

SignCode Signs a file.
ChkTrust Checks the validity of the file.
MakeCTL Creates a certificate trust list.
CertMgr Manages certificates, certificate trust lists, and
certificate revocation lists.
SetReg Sets registry keys that control the certificate
verification process.
MakeCat Creates a combined catalog of files to avoid multiple
trust dialog boxes.
