System Tool in Control Panel Is Missing or Does Not Start

SYMPTOMS

When you attempt to use the System tool in Control Panel, you may experience one of the following symptoms:

The System tool is missing.
When you double-click the System tool, nothing happens.

CAUSE

This behavior can occur if one or both of the following files are missing or damaged:

Setup4.dll
Setupx.dll

RESOLUTION

To resolve this behavior, follow these steps:

1.Click Start, point to Find, and then click Files Or Folders.
2.In the Named box, type "setup4.dll setupx.dll" (without quotation marks), and then click Find Now.
3.In the list of found files, right-click each file, click Rename, type a new name for the file (such as Setup4.xxx or Setupx.xxx), and then press ENTER.
4.Quit the Find tool.
5.Extract new copies of the Setup4.dll and Setupx.dll files from your Windows 98 CD-ROM to the Windows\System folder using the System File Checker tool. For information about how to extract a file using System File Checker, see the following article in the Microsoft Knowledge Base:
