Workspace permissions in Project Web Access that are based on RBS structure are not set as expected

Symptom

In Microsoft Project Web Access, when a project is published and a Project Workspace is created by a project manager, other project managers at the same level in the Resource Breakdown Structure (RBS) structure do not have access to the newly created workspace. 

Cause

On project creation, Microsoft Project Server is unable to grant permissions to users who have the same RBS level as the project manager who initially published the project plan and created the workspace.  Project Server will only set permissions for those users who are under the RBS level of the publishing project manager.

Resolution

In order to resolve this issue, use one of the following methods:

Method 1 - Edit the project permissions in the category

  1. In Project Web Access, click Server Settings, and then click Manage Categories.
  2. On the Manage Categories page, click the category that restricts permissions to projects based on the the RBS structure.
  3. In the Projects section, do one of the following:
    • Click All Current and Future projects in the Project Server database, or
    • Manually click projects in the list on the left and click Add to move them to the list on the right.

Method 2 - Manually edit Security Categories for each user

  1. In Project Web Access, click Server Settings and then click Manage Users.
  2. On the Manage Users page, click the name of a user who is at the same RBS level as the user who published the project.
  3. On the Edit User page under Security Categories, click the category that restricts permissions by RBS level in the Available Categories list.
  4. Click Add to move the category to the Selected Categories list.
  5. Click Save.
