When you attempt to upgrade from Microsoft Windows 95 OEM Service Release 2 (OSR2) to Windows 98, you may receive the following error message:
SU0013 Setup cannot create files on your startup drive and cannot set up Windows 98. CAUSE
This behavior can occur if drive C on your computer is configured as a removable media device and the drive is using the FAT32 file system.
RESOLUTION
To work around this behavior, run Setup from within the MS-DOS environment:
