The "Personalize" option is missing from the desktop drop-down menu on Windows 7 Home Basic

Symptoms

On a Windows 7 Home Basic computer, the "Personalize" option is missing from the drop-down menu when a user right-clicks anywhere on the desktop.

Cause

This behavior is by-design, as Home Basic does not have themes support.

Resolution

Since this behavior is "by design", there is no resolution.  However, if the user's intent is to change the desktop background, this can still be accomplished by clicking the Windows start icon in the bottom left of the screen, and then typing "Change desktop background" in the search box.
