Several tools are missing from the Toolbox center after you apply you apply Update Rollup 1 for Exchange Server 2007 Service Pack 2

Symptoms

In a Japanese language Exchange Server environment, you apply Update Rollup 1 for Exchange Server 2007 Service Pack 2. After you do this, the following tools are missing from Toolbox center in Exchange Management Console: 

  • Database Recovery Management
  • Mail Flow Troubleshooter
  • Database Troubleshooter
  • Messaging Tracking
  • Performance Troubleshooter

You may also receive the following error message when you click or refresh the Toolbox in the Exchange Management Console:

This problem may also occur in other localized Exchange Server versions, such as German or Simplified Chinese.

Cause

This problem occurs when localized tool names do not match the safeToolsList registry value. When this occurs, the tools are blocked from loading.
