When changing screen resolutions in Windows 7, part of the screen displays as black

Symptoms

When modifying the Screen Resolution settings, if the "Screen Resolution" window is full screen there will be a black area on the right and lower part of the window after clicking "Apply" with the new resolution during the time the user is prompted to accept the new settings.  This will go away after the user clicks "Accept" or "Revert".

Cause

The main window is not refreshed with the new resolution until after the user has clicked "Accept" or "Revert" in the pop-up window. When moving from a smaller resolution to a larger resolution, the additional area will be displayed as black until it is refreshed.

Resolution

Click "Accept" or "Revert".
