PowerPivot: "The data refresh job failed because it has been inactive for more than 3600 seconds" error in an Arabic version of the Windows operating system

Symptoms

Consider the following scenario:
  • You configure a SharePoint farm that uses computers that are running Arabic versions of Windows Server 2008 or Windows Server 2008 R2.
  • You upload an Excel Workbook that contains a PowerPivot data source to the SharePoint farm.
  • You schedule an automatic update to PowerPivot data using the following options:
    • Schedule Details: Once
    • Earliest Start Time: Specific earliest start time and choose a time that is as close to the current time as possible.

In this scenario, you expect that the data refresh will start in a few minutes and succeed. However, you recieve the following error message:

The data refresh job failed because it has been inactive for more than 3600 seconds.

Cause

When the data refresh is scheduled to start at a specific time, it does not correctly parse the Arabic dates. Therefore, you recieve the error message described in the "Symptoms" section.

Status: Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.

Resolution

You can work around this problem by specifying the After business hours option for the Earliest Start Time option when configuring the data refresh schedule.
