Refreshing External Data, using SSO, from an Oracle Database

Symptoms

When refreshing an Excel Workbook, in Excel Services, using SSO, from an Oracle Database a user receives the error:

 "Data Refresh

Unable to retrieve external data for the following connections:

<Connection>

The data sources may be unreachable, may not be responding, or may have denied you access.

Verify that data refresh is enabled for the trusted file location and that the workbook data authentication is correctly set."

Environment:
Microsoft Office SharePoint Server 2007 (64 bit)
Oracle Database (64 bit) 

Connection String Example:
Provider=OraOLEDB.Oracle.1;Password=#####;Persist Security Info=True;User ID=#####;Data Source=#####;Extended Properties=""
