When an administrator or user sets local policy objects to affect local users or computers in the Group Policy snap-in, the settings may not take effect at the next computer startup or user logon.
CAUSE
This behavior can occur if the local group policy has been disabled. This is enabled by default.
RESOLUTION
Verify that local group policies are not disabled:

This behavior is by design.
MORE INFORMATION
There is no message informing you that you must enable the settings for them to take effect.
