When you try to establish a Virtual Private Networking (VPN) connection, you may be unable to do so, and your VPN connection may stop responding (hang) while a status of "Dialing" is displayed. RESOLUTION
To work around this problem, configure your VPN connection to use your VPN server's Internet Protocol (IP) address rather than your VPN server's name:

Microsoft has confirmed this to be a problem in Windows 98, and Windows 95 with the Dial-Up Networking Update versions 1.2, and 1.3. This issue has been resolved in Microsoft Windows 98 Second Edition. MORE INFORMATION
Note that VPN technology in Windows 95 and Windows 98 uses the Point-to-Point Tunneling Protocol (PPTP).
