Err Msg: Setup Cannot Download Files to the Folder...

SYMPTOMS

When you try to install Internet Explorer 5, you may receive the following error message:
Setup cannot download files to the folder C:\Windows Update Setup Files, because the folder is read-only. Either change the permissions for this folder, or specify a different folder.
Note that the name of the folder in this error message may be different.

CAUSE

This issue can occur if there are too many files in the root folder of your installation drive. If Setup is unable to create the download folder, this error message is generated.

NOTE: A FAT16 disk partition limits the number of files in the root folder to 512, but FAT32 and NTFS partitions do not have this limitation.

RESOLUTION

To resolve this issue, run ScanDisk to check for invalid long filenames, and then move or delete files from the root folder. To run ScanDisk, click Start, point to Programs, point to Accessories, point to System Tools, and then click ScanDisk. For information about how to move a file, click Start, click Help, click the Index tab, type moving, and then double-click the Moving files or folders topic.
