OL2000: Differences Between Outlook and Outlook Express SYMPTOMS
When you create a message with custom HTML stationery that includes a scrolling background, the background may flash instead of scroll.
RESOLUTION
To resolve this problem, obtain Outlook Express 5.5.

WORKAROUND
To work around this problem, do not use a scrolling background in your custom stationery.
