Symptoms

Consider the following scenario:

  • You enable the Auto-hide the taskbar option on a computer that is running Windows 7. For more information about how to enable this option, see the "More information" section.

  • In Control Panel, you configure both of the following power options in the Power Options item:

    • You configure the computer to turn off the display after a specified time.

    • You configure the computer never to sleep.

  • You minimize or close all the windows on the desktop. There is no open window on the desktop.

  • After the display is turned off as configured, you resume the display.

In this scenario, the display turns on immediately. But the display does not respond to any mouse or keyboard input. Therefore, you experience one or more of the following issues:

  • When you move the mouse to the bottom of the screen, the taskbar does not appear.

  • When you press the windows key, the taskbar and the Start menu do not appear.

  • When you click or double-click any desktop icon, there is no response.

Note The display will recover and begin to respond after some time, depending on how long the display is turned off.

Cause

The issue occurs because the Desktop Window Manager (DWM) keeps accepting draw requests from the client applications even when the display is turned off. These requests are accumulated and then processed when the computer comes back from an idle state. This behavior causes the graphics processing unit (GPU) to become so busy that any display-related operation becomes unresponsive.

Windows 7 file information notes

Important Windows 7 hotfixes and Windows Server 2008 R2 hotfixes are included in the same packages. However, hotfixes on the Hotfix Request page are listed under both operating systems. To request the hotfix package that applies to one or both operating systems, select the hotfix that is listed under "Windows 7/Windows Server 2008 R2" on the page. Always refer to the "Applies To" section in articles to determine the actual operating system that each hotfix applies to.

  • The MANIFEST files (.manifest) and the MUM files (.mum) that are installed for each environment are listed separately in the "Additional file information for Windows 7" section. MUM and MANIFEST files, and the associated security catalog (.cat) files, are extremely important to maintain the state of the updated components. The security catalog files, for which the attributes are not listed, are signed with a Microsoft digital signature.
