When you log off a computer (and you are not logged on as an administrator), the state of the NumLock key on your keyboard is not saved.
RESOLUTION
To resolve this problem, obtain the latest service pack for Windows NT 4.0 or

STATUSMicrosoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This behavior is by design in Windows NT 4.0 Terminal Server Edition, Windows 2000 Server, and Windows 2000 Advanced Server running Terminal Services. MORE INFORMATION
This problem was originally addressed in Microsoft Windows NT 3.5, but resurfaced in Windows NT 4.0.
