You may not see the "Customize Outlook Today" option if you use the Winter style of Outlook Today

If you are using the Winter style of Outlook Today, you may not see an option to customize Outlook Today.

Unlike other Outlook Today styles, the link to customize the Winter style of Outlook Today is at the lower-right corner of the Outlook Today page. If your page contains many items, you may have to scroll down to see the Customize Outlook Today link. If you are using a lower screen resolution you may have to increase the resolution to a higher value to see the link.

Other Outlook Today styles contain the Customize Outlook Today link at the top of the page, so this is not a problem.
