SYMPTOMS

When you open a message in Microsoft Outlook, the following error message may be displayed:
Text formatting command is not available. It may not be installed correctly. Please install Outlook again. An OLE registration error occurred. The program is not correctly installed. Run setup again for the program.
Alternatively, when you use the Send As feature in a Microsoft Office application, a new email message is not created. Instead, the following two errors are displayed:
The text formatting command is not available. It may not installed correctly. Please install Outlook again.

General mail failure. Quit Microsoft Office Excel, restart the mail system, and try again.

CAUSE

There is a problem with the installation of Microsoft Internet Explorer.

RESOLUTION

To resolve this problem, remove Internet Explorer and reinstall it. To remove Internet Explorer:
  1. In Control Panel, double-click Add/Remove Programs.
  2. Click the Install/Uninstall tab, and then click Microsoft Internet Explorer.
  3. Click Add/Remove, and then follow the instructions to remove Internet Explorer.
