If the DB2 user doesn't have appropriate authority to create packages in a DB2 collection or if an invalid collection is specified for the Package Collection property and the Crtpkgw.exe utility is used to connect to DB2 (Mainframe) over TCP/IP and create the packages, the utility stops responding (hangs) or causes an access violation.
RESOLUTIONTo resolve this problem, obtain the latest service pack for SNA Server version 4.0. For additional information, click the following article number to view the article in the

STATUSMicrosoft has confirmed that this is a problem in Microsoft SNA Server version 4.0 Service Pack 2 . This problem was first corrected in SNA Server version 4.0 Service Pack 3. MORE INFORMATION
With service pack 3, if the user doesn't have the authority to create package, the following error message is returned when Crtpkgw.exe is used to create the packages:
SQL Error: Code=-567, State=42501, Error Text= AUTHORIZATION ERROR USING auth-id AUTHORITY PACKAGE = package-name PRIVILEGE = privilege
