Component Services Explorer displays the following message after you change the default launch or access permissions:
Changes have been applied but will not take effect until the local machine is rebooted.
RESOLUTION
It is not necessary to restart the computer; you can just restart the process. Default launch and access permissions are not cached on the local computer. The RPC Subsystem (RPCSS) reads the default launch permissions during each activation, and the OLE32 subsystem reads the default access permissions. Therefore, just restarting the process is sufficient.
