Toolbars or icons missing in Outlook 2011

SYMPTOMS

When you open Outlook for Mac 2011, some commands and icons (such as Save, Print, Copy, Paste, and so on) are not displayed.

RESOLUTION

To resolve this issue, toggle the pill shaped button in the top-right corner to bring the toolbar and icons back. See the following picture:
