Symptoms
Consider the following scenario:

You install the Network Policy Server (NPS) role service on a computer that is running Windows Server 2008 R2. NPS is a role service for the Network Policy and Access Services (NPAS) server role.

You use the installed System Health validator (SHV) when you configure Network Access Protection (NAP) health policies on the computer.
-
An NAP-capable client computer that is compliant with the health policy tries to connect to the network.
In this scenario, the health policy validation times out. The client computer is denied full network access and is connected to a restricted network. Additionally, the following event is logged in the security event log on the computer:
Cause
The issue occurs because of a race condition during the health policy validation.
When the NPS service receives the statement of health (SoH) of the NAP client, the NPS service queues the SoH in the Windows Security Health Validator (WSHV) and sets the response to pending. After WSHV validates the SoH, the response is set to completed. When a race condition occurs, the response is set to pending after the SoH is validated. Therefore, the health policy validation times out, and the NAP client is denied full network access.
Resolution
Hotfix information
A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

Prerequisites
To apply this hotfix, your computer must be running Windows Server 2008 R2. Additionally, you must install the Network Policy Server (NPS) role service on the computer.

You must restart the computer after you apply this hotfix.

File information
The English (United States) version of this hotfix installs files that have the attributes that are listed in the following tables. The dates and the times for these files on your local computer are displayed in your local time together with your current daylight saving time (DST) bias. Additionally, the dates and the times may change when you perform certain operations on the files.
Windows Server 2008 R2 file information notes
